The Position

The position of Director of Parks, Recreation and Community Services has a high level of visibility and interaction with City

Council and the Culver City community. In reporting directly to the City Manager, the Director will provide creative leadership

and oversight to a committed work team, active citizen groups and will serve as staff to the Parks, Recreation and Community

Services Commission. Providing strong organizational leadership in today’s environment of declining resources is a

critical aspect of this role. The Director of Parks, Recreation and Community Services will need to provide progressive leadership and direction to the

Department, as well as address community needs through new, resourceful operational solutions.


The shifting demographics of Culver City are creating a continual need to evaluate, audit and reassess the

wide array of programs and services offered by the Department. This focus is especially critical in

providing creative, resourceful and cost efficient solutions in allocating resources to support the diverse

community needs. The complex challenges resulting from the wide scope of responsibilities handled by

the department will also require a balance of analytical business perspectives combined with an empathy

for quality of life concerns that are fundamental to Culver City’s culture. The changing needs and desires

of a retiring “baby-boomer” population will also create new challenges that must be delicately balanced

within the current constraints of departmental resources.


The Ideal Candidate

The new Director of Parks, Recreation and Community Services will be an excellent manager, effective

administrator and a proven leader who is creative and resourceful in the areas of program development,

program management and in the implementation and maintenance of program services. Excellent

interpersonal skills and the ability to positively interact and engage with an active community will be

critical to success in this position. The ideal candidate will possess strong negotiation and mediation skills

with the ability to establish solid relationships with staff, appointed and elected officials and the

community. Exceptional communication, presentation and writing skills will be key attributes for this

assignment. The ideal candidate will possess the ability to mentor and motivate employees, set goals and

performance standards for the department and have the flexibility to succeed in a dynamic environment

along with the ability to operate transparently.


In addition, the Director of Parks, Recreation and Community Services will be an exceptional leader with

the ability to:

·         Provide leadership and advocacy for the department while maintaining a strong connection and

·         communications with City Council, the Parks, Recreation and Community Services Commission,

·         the City Manager, and fellow department heads within the City

·         Initiate and maintain a collaborative and participatory relationship with the community

·         Provide creative, responsive, and service oriented solutions

·         Operate decisively in addressing difficult and challenging issues

·         Motivate and energize staff

·         Create an environment that is receptive to open communication and change

·         This position requires a minimum five years as an administrator of programs and service areas pertaining to community services, parks, recreation, or a related program.

·         A Bachelor’s Degree from an accredited institution is required.

·         A Master’s degree is preferred.


Compensation & Benefits

Culver City offers a competitive salary and benefits package. The annual salary range for this position is up to

$172,654 annually. The employee benefits package includes:

·         Retirement – CalPERS 2% @ 60 for “Classic” members and 2% @ 62 for “New” members.

·         Social Security and Medicare: City participates in these programs and matches 6.2% for Social Security and 1.45% of earnings for Medicare.

·         Health Benefits: Choice of CalPERS medical plans for employees and eligible dependents, HMO & PPO

·         available. City paid dental, vision, and life insurance for employees and eligible dependents.

·         Life Insurance: $50,000 term life policy with an AD&D feature.

·         Holidays: 9 City Holidays, plus 48 hours floating holiday time.

·         Vacation: Accrual of 80 hours annually during the first four years of service.

·         Sick Leave: 8 hours accrual per month.

·         Administrative Leave: 96 hours per fiscal year.

·         Automobile Allowance: $375 per month

·         Deferred Compensation: City will contribute up to a maximum of $160.00 per pay period for employee

·         contributions over $76.25. Employee contributions less than $76.25 will be matched dollar per dollar.

·         Education Incentive: City provides $1500 annual education incentive for possession of a Master’s Degree.

·         Wellness Program: $500.00 allowance per fiscal year for medical exam, health club membership, formal

·         wellness programs or other medical/dental expenses not covered by insurance.

·         Work Schedule: 9/80 work schedule.

The Department

The Parks, Recreation and Community Services Department (PR&CS) is comprised of four divisions including Parks, Recreation, Senior and Social Services, and Auditorium/Community Center

management. The department has an annual operating budget of approximately $8.9 million, with a fulltime staff of 35, 100 part-time and seasonal staff and over 400 volunteers who are involved in all facets of

this comprehensive operation.
